Mark is the Director for CHJ’s National Deflection TA Center, part of the United States Department of Justice’s Bureau of Justice Assistance’s Comprehensive Opioid, Stimulant, and Substance Use Program (COSSUP). In this position, Mark directs a team providing technical assistance for deflection and pre-arrest diversion initiatives, including over 100 grant recipients. The team provides resources, tools, and assistance for grantees and non-grantees exploring, starting, and operating deflection and pre-arrest diversion programs.

Mark retired from law enforcement in 2024 after serving several communities in Minnesota over a 33-year career, 8 of those as police chief. Mark was instrumental in starting a drug treatment court and in bringing deflection to his communities. One of those was awarded a COSSUP grant to start a law enforcement-assisted deflection program integrating all six pathways, along with a court diversion program.

Mark holds a Master's in Organizational Leadership and a Bachelor's in Criminal Justice from St. Mary’s University of Minnesota. He is a graduate of Northwestern University's School of Police Staff and Command Class 258 and holds professional certificates in criminal justice leadership.
